BE-License

With a category BE driving licence a person is entitled to drive a vehicle combination where the towing vehicle is a passenger car or van and the total mass of the towed vehicle does not exceed 3 500 kg (category O2). In this case, the total mass of the vehicle combination can be a maximum of 3 500 + 3 500 = 7 000 kg.

Obtaining a BE category driving license requires applying for a driver’s license permit from Ajovarma/Traficom. The BE category driving licence test includes a theory test, a handling test, and a driving test.

You can use the Apply for a driving licence permit to upgrade your driving licence service if

• your driving licence is valid and you have not been banned from driving.
• you do not hold a driving licence issued in another EU or EEA country. By using this service, you consent to this information being verified against records in other EU and EEA member states.
• your permanent address is in mainland Finland. Your driving licence will be sent to your address in Finland recorded in the Population Information System. When you take a driving examination, you also need to have a permanent address in mainland Finland.

• one driving lesson with a driving school car
• driving school car and trailer for the first handling and driving test.

Official fees are paid to the local Ajovarma – not to the driving school.

With a Category BE driving licence (commonly referred to as “small E”), you are permitted to drive vehicle combinations consisting of a Category B towing vehicle and a towed vehicle with a maximum authorised mass of up to 3 500 kg. In this case, the total maximum authorised mass of the vehicle combination may be up to 3 500 + 3 500 = 7 000 kg.
Obtaining a Category BE licence requires applying for a driving licence permit from Ajovarma / Traficom. The Category BE driving examination consists of a theory test, a vehicle handling test, and a driving test.
You may apply for a driving licence permit through Traficom’s electronic service, provided that the conditions for using the service are met. The driving licence permit is applied for via the Upgrade your driving licence service. Use of this service requires, among other things, that you already hold a Category B driving licence for the towing vehicle and that you are applying for an upgrade specifically through the driving examination route.
