Do I need to speak Finnish to get a driving license in Finland?

Can I use my foreign driving license in Finland?
If you have a driving license from an EU/EEA country, it is generally valid in Finland. However, licenses from outside the EU/EEA are typically only valid for a limited period after you become a permanent resident. We recommend checking your specific situation with Traficom.
